تهدف الدراسة إلى اختبار العلاقة التوازنية طويلة الأجل بين مجموعة من المحددات الاقتصادية والمؤسسية، كمتغيرات مستقلة، والصادرات المصنعة المصرية، كمتغير تابع، خلال الفترة (1994-2024). ولتحقيق هدف الدراسة استخدمت الدراسة نموذج الانحدار الذاتى ذو فترات الإبطاء الموزعة Autoregressive Distributed Lag Model (ARDL).
توصلت الدراسة إلى أنه فى الأجل الطويل، يؤثر متغيرى الإنتاج الصناعى وجودة الإجراءات والأطر التنظيمية سلبًا على الصادرات المصنعة المصرية؛ فزيادة كل منهما بنحو 1% تؤدى إلى انخفاض الصادرات المصنعة بنحو 1.24% و0.53% على الترتيب. فى المقابل، توصلت الدراسة إلى أن متغيرى الواردات المصنعة وسعر الصرف الحقيقى يؤثران إيجابًا على الصادرات المصنعة؛ فزيادة كل منهما بنحو 1% تؤدى إلى زيادة الصادرات المصنعة بنحو 1.83% و0.66% على الترتيب. إضافة إلى ذلك، بالنسبة لنتائج الأجل القصير، توصلت الدراسة إلى أن القيمة الحالية لسعر الصرف الحقيقى تؤثر إيجابًا على الصادرات المصنعة المصرية؛ فزيادة القيمة الحالية لسعر الصرف الحقيقى بنحو نقطة مئوية واحدة تؤدى إلى زيادة الصادرات المصنعة بنحو 0.32 نقطة مئوية. بينما تؤثر القيمة السابقة لسعر الصرف الحقيقى سلبًا على هذه الصادرات؛ فزيادة القيمة السابقة لسعر الصرف الحقيقى بنحو نقطة مئوية واحدة تؤدى إلى انخفاض الصادرات المصنعة بنحو 0.75 نقطة مئوية.
وتوصى الدراسة بتبنى استراتيجية للتصنيع الموجه للتصدير. وفى هذا السياق، ثمة مجموعة من الإجراءات الداعمة: (أ) التوسع فى إنشاء المناطق الصناعية المؤهلة والمعدة للتصدير، (ب) اعتماد نهج العناقيد الصناعية فى المناطق سالفة الذكر، (جـ) تصحيح التشوهات القائمة فى هيكل الحوافز التى تضر القطاعات المنتجة، بتعديل قانون الاستثمار بإضافة مجموعة من الحوافز الجاذبة لأنشطة التصنيع الموجه للتصدير، (د) إصلاح البيئة المؤسسية، باعتبارها حجر الزاوية فى مناخ الاستثمار، لضمان خفض الأعباء الإجرائية التى تثقل كاهل الأنشطة الإنتاجية وبخاصة تلك التى تستهدف التصدير.
The study aims to test the long-run equilibrium relationship between a set of economic and institutional determinants, as independent variables, and Egyptian manufactured exports, as the dependent variable, during the period (1994–2024). To achieve the study’s objective, the Autoregressive Distributed Lag Model (ARDL) was employed.
The study concluded that, in the long run, both industrial production and the regulatory quality exert a negative impact on Egyptian manufactured exports. Specifically, a 1% increase in each leads to a decline in manufactured exports by approximately 1.24% and 0.53%, respectively. In contrast, the study found that manufactured imports and the real exchange rate positively influence manufactured exports; a 1% increase in each results in an approximate rise in manufactured exports by 1.83% and 0.66%, respectively. Furthermore, regarding short-run results, the study revealed that the current value of the real exchange rate positively affects Egyptian manufactured exports; a 1 percentage point increase in the current value of real exchange rate yields an approximate 0.32 percentage point increase in manufactured exports. Conversely, the lagged value of the real exchange rate negatively impacts these exports; a 1 percentage point increase in the lagged real exchange rate leads to an approximate 0.75 percentage point decline in manufactured exports.
The study recommends adopting an export-oriented strategy for the manufacturing sector. In this context, a set of supportive actions are required: (a) expanding the establishment of qualified and export-prepared industrial zones, (b) adopting the industrial clusters approach in the aforementioned zones, (c) correcting the existing distortions in the incentive structure that disfavors productive sectors, by amending the investment law through adding a set of attractive incentives for export-oriented manufacturing activities, (d) reforming the institutional environment, as a cornerstone of the investment climate, to ensure the reduction of procedural burdens that weigh heavily on production activities, especially those targeting export.
