سعت الدراسة إلى معرفة دور بيئة الأعمال والحوكمة في التحول نحو المشروعات متناهية الصغر والصغيرة في مصر إلى الاقتصاد الرسمي خلال الفترة (1990-2023). ولتحقيق هدف الدراسة، استخدمت الدراسة منهجين؛ فاستخدُم المنهج الاستقرائي ومعه الأسلوب التحليلي لتحليل واقع القطاع غير الرسمي في مصر، بالتركيز على المشروعات متناهية الصغر والصغيرة، كانعكاس لبيئة الأعمال والحوكمة السائدة. كما استخدُم المنهج القياسي بتوظيف نموذج الانحدار الذاتي للإبطاء الموزع ARDL)) Autoregressive Distributed Lag Modelلاختبار العلاقة طويلة الأجل بين بيئة الأعمال والحوكمة (السيطرة على الفساد، وبيئة ممارسة الأعمال، والنفاذ إلى الائتمان، والبطالة)، كمتغيرات مستقلة، وبين حجم الاقتصاد غير الرسمي للمشروعات متناهية الصغر والصغيرة في مصر، كمتغير تابع، خلال الفترة المرجعية للدراسة. وتوضح نتائج الجزء التحليلي أن المشروعات متناهية الصغر والصغيرة في مصر، على وجه الخصوص، تعاني من العديد من التحديات، بما في ذلك نقص التمويل المتاح وصعوبة الانتقال إلى الوسط المفقود. كما توصلت الدراسة إلى أن بيئة الأعمال والحوكمة في مصر ما زالت بحاجة إلى المزيد من الإصلاحات حتى يمكنها دعم التحول نحو الرسمية بفاعلية. بينما توضح نتائج الجزء القياسي وجود علاقة طويلة الأجل بين المتغيرات المتضمنة في النموذج. علاوة على ذلك، خلصت الدراسة إلى أنه في الأجل الطويل، يؤدي تحسن بيئة ممارسة الأعمال وزيادة البطالة بنحو 1% لكل منهما، إلى زيادة المتغير التابع، على الترتيب، بنحو 0.69% و0.46%. وفي المقابل، يؤدي تراجع كل من النفاذ إلى الائتمان والسيطرة على الفساد، بنسبة 1% لكل منهما، إلى زيادة المتغير التابع، على الترتيب، بنحو 1.74% و1.22%. وبالنسبة للأجل القصير، يؤدي تراجع السيطرة على الفساد بنحو 1% إلى زيادة المتغير التابع بنحو 0.25%. وتوصي الدراسة بضرورة اتباع نهج شامل للإصلاح يستهدف التوسع في منح الائتمان للقطاع الخاص الرسمي، وبخاصة المشروعات الصغيرة ومتناهية الصغر، وتشجيع القطاع الخاص على خلق المزيد من فرص العمل لتقليل العاطلين ومن ثَم تقليل الوافدين الجدد إلى القطاع غير الرسمي، مع تكثيف جهود الإصلاح المؤسسية الخاصة ببيئة ممارسة الأعمال والحوكمة.
The study sought to investigate the role of the business environment and governance in facilitating the formalization of micro and small enterprises in Egypt between 1990 and 2023. To achieve this objective, two methodologies were employed: the inductive approach, combined with analytical methods, was applied to analyze the actual situation of the informal sector in Egypt, focusing specifically on micro and small enterprises as a reflection of the prevailing business environment and governance. The study further concluded that the business environment and governance in Egypt still require further reforms to effectively support formalization. In addition, the econometric approach was used by employing the ARDL methodology to test the long-run relationship between the business environment & governance (control on corruption, business environment, access to credit, and unemployment), as independent variables, and the size of the informal economy for micro and small enterprises, as a dependent variable, in Egypt during the study period.
The results of the analytical part indicate that micro and small enterprises in Egypt, in particular, face a variety of challenges, including a lack of available financing and difficulties transitioning to the 'missing middle'.
Meanwhile, the econometric findings show the existence of a long-run relationship between the variables included in the model. Moreover, the study concluded that in the long run, a 1% improvement in the business environment and an increase in unemployment would result in respective increases of approximately 0.69% and 0.46% in the dependent variable. Conversely, a 1% reduction in access to finance and in control of corruption leads to respective increases of approximately 1.74% and 1.22% in the dependent variable. In the short run, a 1% deterioration in control of corruption results in a 0.25% increase in the dependent variable.
The study recommends adopting a comprehensive reform strategy that targets the expansion of formal private sector credit—especially for micro and small enterprises—as well as encouraging the private sector to create more job opportunities to reduce unemployment and, consequently, the influx of newcomers into the informal sector. We should also prioritize intensifying institutional reforms related to the business environment and governance.
