انطلاقًا من الدور الحاسم الذى يلعبه التصنيع للتصدير فى تحقيق الأهداف الاقتصادية-الاجتماعية للتنمية. تسعى الدراسة إلى تقديم إطار متكامل يساعد صانع القرار المصرى على رسم سياسات سليمة تعزز الصادرات المصنعة وتضمن تحقيق نمو اقتصادى مستدام ومتوازن.
وفى سبيل ذلك، سعت الدراسة إلى تحليل الوضع الحالى للصادرات المصنعة المصرية كانعكاس لإطار السياسة الصناعية الحاكمة وكذلك الإطار المؤسسى والتشريعى والإجرائى ذات الصلة. فضلاً عن ذلك، سعت الدراسة إلى بيان أهم ملامح التجارب الدولية الرائدة فى مجال التصنيع للتصدير (الصين-كوريا الجنوبية-ماليزيا) لاستخلاص الدروس، ومعرفة إلى أى مدى يمكن الاستفادة منها فى السياق المصرى، وخاصة فى ظل المرحلة الانتقالية التى يمر بها الاقتصاد المصرى.
وخلصت الدراسة إلى تراجع الأهمية النسبية للصادرات المصنعة عبر الزمن، تركز هذه الصادرات فى عدد قليل من أسواق التصدير، تواضع النصيب النسبى للصادرات الصناعية المصرية فى الإجمالى العالمى، واعتمادها على قاعدة الموارد. كما خلصت الدراسة إلى أنه من أهم الدروس المستفادة من التجارب الدولية محل البحث: تبنى سياسة صناعية فاعلة يخدمها ترتيبات الاستثمار، فى إطار استراتيجية تنموية واضحة لتعزيز دور الصناعات الموجهة للتصدير؛ توفير بنية أساسية متطورة بأسعار معقولة، توفير ائتمان محلى بأسعار تفضيلية، توفير قوة عمل مدربة تواكب متطلبات القطاع الصناعى، وتحسين مناخ الاستثمار كشرط مسبق لجذب الاستثمار المحلى والأجنبى إلى الصناعات الموجهة للتصدير.
Given the pivotal role of export-oriented manufacturing in achieving broader socioeconomic goals, this work seeks to propose an integrated framework to help the Egyptian decision-makers draw sound policies to boost the manufactured exports and ensure delivering sustainable and balanced economic growth.
In doing so, the research begins with giving a descriptive analysis to evaluate the current position of Egyptian manufactured exports; in light of the ongoing applied industrial framework regarding industrial policy and the relevant institutional, legislative, and procedural framework. In addition, the study analyzes some of the relevant best practices (China - South Korea - Malaysia) to extract lessons learned: to know the extent to which they can be applied in the local context, especially within the current transitional phase of the Egyptian economy.
The study concluded some points, of them are: the relative importance of industrial exports has locally deteriorated over time; these exports are concentrated in only a few markets; their share is globally modest; heavy dependence on base resources. Amongst the lessons learned from studying the experiences were: adopting an effective industrial policy served by investment arrangements, which were crafted within the framework of a clear development strategy to enhance the role of export-oriented industries; facilitating access to the advanced infrastructure at a reasonable price; providing local credit at preferential prices, a skilled workforce to meet the industrial sector requirements; promoting the investment climate as a prerequisite factor to attract foreign and local investment to export-oriented industries.
