تعتبر مشكلة البطالة من أهم المشكلات التي تواجه أي دولة سواء كانت متقدمة أم نامية نظرًا إلى تداعياتها الاقتصادية والاجتماعية، ومن ثم تسعى كل دولة إلى التغلب على هذه المشكلة بزيادة عدد المشتغلين. وفى هذا السياق، تهدف هذه الدراسة إلى قياس أثر النمو الاقتصادي وكل من (التكوين الرأسمالي الثابت- معدل التحاق الطلبة بالتعليم الثانوي- معدل النمو السكاني) على عدد المشتغلين في مصر خلال الفترة (1970 – 2021).
وقد استخدمت الدراسة المنهج الاستقرائي بالاعتماد على الأسلوب الوصفي التحليلي لتحليل التطور الذي حدث لكل من عدد المشتغلين ومعدل النمو الاقتصادي وكذلك العلاقة بينهما، علاوة على أسلوب التحليل الكمي لقياس أثر واتجاه العلاقة بين متغيرات الدراسة باستخدام نموذج متجه تصحيح الخطأ (VECM).
وتوصلت الدراسة إلى عدة نتائج أهمها: وجود علاقة توازنية طويلة الأجل بين متغيرات النموذج. علاوة على ذلك، توصلت الدراسة إلى أنه بينما يؤثر التكوين الرأسمالى إيجابًا على التشغيل فى مصر يؤثر النمو الاقتصادى سلبًا على التشغيل مما يدعم فرضية النمو غير المولد للوظائف. فضلاً عن ذلك، توصلت الدراسة إلى وجود علاقة سببية متبادلة بين عدد المشتغلين وكل من: النمو الاقتصادي، التكوين الرأسمالي، ووجود علاقة سببية أحادية الاتجاه من عدد المشتغلين إلى معدل النمو السكاني.
وقدمت الدراسة عدة توصيات أهمها: زيادة الاستثمار في القطاعات المنتجة وبخاصة قطاع الصناعة الذي يسهم في حدوث تحول هيكلي، الاهتمام بجودة وكفاءة النظام التعليمي وربط مخرجاته باحتياجات سوق العمل.
Unemployment stands out as a critical challenge for all countries, regardless of their level of development, because of its significant economic and social implications. Consequently, nations strive to address this issue by bolstering their workforce. Therefore, whether or not economic growth has been conducive to increasing jobs deserves to be estimated. The current study aims to explore the impact of economic growth, fixed capital formation, student enrollment rate in secondary education and population growth rate on the number of workers in Egypt during the period (1970-2021).
In doing so, the study used the inductive approach, relying on the descriptive analytical method, to analyze the evolution that occurred in both the number of employees and the economic growth rate, as well as the relationship between them. In addition, quantitative analysis will be applied to measure the impact and direction of the relationship between study variables using the Vector Error Correction Model (VECM).
The empirical analysis yielded significant findings: The study revealed a long-run relationship among the variables under estimation. Notably, gross fixed capital formation exerts a positive influence on employment. Meanwhile, economic growth exhibits a negative impact. This observation supports the hypothesis of “jobless” economic growth. In addition, the research found a bidirectional causal relationship between the number of workers and both economic growth and capital formation. Besides, a unidirectional relationship from the number of workers to the population growth rate, has been found.
The study further introduces some policy implications: Prioritize investment in productive sectors, with special emphasis on the industrial sector. Enhance the quality and efficacy of the educational system to align with the evolving needs of the labor market. |
