Abstract:

Universities are considered as the main support for society development and a supportive issue for environmental crises and drawbacks. The human resources development could be achieved through spread development units particularly. The universities establish special units to help in the resources developments as well. That system is effective under specialist administrative role that plot the future plans and evaluate the feedback. The paper suggests a scientific and applicable model that could be an approach for the human resources evaluation. That judgment tool would evaluate the human resources achievements through small industry projects that most of the villages
